Server-enforced timeout policy for a workflow start.

These deadlines are distinct from WorkflowResultOptions::timeout, which only bounds how long the caller waits. A server deadline produces a terminal Error::WorkflowTimedOut outcome whose reason is execution_timeout or run_timeout.
